Procedures for Submitting
REQUEST FOR APPROVAL TO FILL NON-FACULTY POSITIONS

  1. Initiating Department
    1. Submits a letter to the Senior Vice President/Chief Financial Officer
      requesting a “waiver” to the hiring freeze. Senior V.P. signature on the waiver gives approval to fill the position but does not authorize salary, position title, or job responsibilities.
    2. Receives the approved waiver and prepares a completed Request For Approval To Fill Non-Faculty Position Opening form. Attaches the approved waiver and a certified position description for the vacancy, to the Request. (Certification date on the position description must be within the last five years. If certification is beyond five years, contact the HR Office of Total Compensation for updated position description)
    3. Submits completed Request and attachments to the designated offices for approval.

  2. Budget Office
    1. Reviews the Request and attachments from approving authority for budget authorization
    2. Forwards the approved Request and attachments to Department of Employment for processing

  3. HR Department of Employment
    1. Receives the Request and attachments from the Budget Office for final
      Processing
    2. Contacts the Initiating Department for guidance on the following:
      1. recruitment sources
      2. salary
      3. preferences beyond the minimum qualifications
      4. length of posting
    3. Posts the position on the Howard website or identified recruitment source
    4. Receives and certifies employment applications
    5. Forwards Referral List of Certified Applicants to Initiating Department

  4. Initiating Department
    1. Interviews applicants from the Referral List (Only applicants certified by HR on the approved Referral List can be considered for hire)
    2. Makes final selection
    3. Forwards PR and supporting documents to the appropriate authority for processing
